The 1866 Na-Anka Durbhiksha was a catastrophic turning point that sparked the movement for a separate Odisha state. The famine claimed approximately one million lives—one-third of the population—exposing the lethal consequences of Odisha’s geographical and administrative isolation under the Bengal Presidency. A major grievance was the perceived Bengali domination in the administration. Many officials and zamindars in Odisha were Bengalis who were often seen as indifferent to the local suffering. This resentment fueled a linguistic and cultural awakening. Intellectuals like Fakir Mohan Senapati, often called the father of modern Odia literature, fought to save the Odia language from being supplanted by Bengali in schools and offices. The press played a crucial role in this burgeoning national consciousness. Utkal Dipika, the first Odia newspaper launched in 1866 by Gauri Shankar Ray, became the voice of the famine-stricken and a platform for political advocacy. Meanwhile, British officer John Beames, a linguist and administrator, supported the Odia cause by defending the language's distinct identity against those who claimed it was merely a Bengali dialect.
